Delhi Metro rules updated: Up to ₹5,000 penalty for unauthorised sales

Delhi Metro has tightened its rules after changes introduced under the Jan Vishwas (Amendment of Provisions) Bill, 2026. The focus is mainly on stopping unauthorised activities, especially people selling goods without permission inside stations or trains.
Under the updated rules, anyone caught selling items without approval in metro premises can now be fined up to ₹5,000. The step has been taken to keep the metro environment safe, organised, and more comfortable for daily commuters.
Key Update on Unauthorised Selling in Delhi Metro
This amendment has been made under Section 73 of the Metro Railway (Operation and Maintenance) Act, 2002. Previously, this law imposed a fine of 100 to 400 rupees for selling goods in metro coaches or premises without permission. In 2019, the maximum penalty was set at 400 rupees, but now it has been increased to 5,000 rupees, to strictly curb violators.
- Unauthorized Selling: Selling goods in metro premises now attracts a heavy fine of up to ₹5,000, increased from the earlier ₹100-₹400 range.
- Licensed kiosks only: Selling inside Delhi Metro stations is allowed only through officially licensed kiosks.
- Permission required: Any individual or business must obtain prior approval from DMRC before selling goods.
- Objective of rules: These rules ensure passenger safety, orderly operations, and compliance within metro premises.
- Controlled operations: The kiosk policy sets guidelines for location, type of goods, and operational hours, helping DMRC monitor and manage authorised sales effectively.
This bill was introduced in the Lok Sabha by Union Minister of State for Commerce and Industry Jitin Prasada. Its primary objective is to remove minor offenses from the criminal ambit and convert them into civil penalties.
The government states that the implementation of the new rules will further improve discipline and order on the metro premises. Furthermore, the imposition of higher fines will help deter such unauthorized activities and provide passengers with a safer and more orderly travel experience.
